Does Job Posting Indicate Sign of Possible Development at BLOOMFIELD PARK?

Redico and California developer purchase foreclosure rights and plan to develop Bloomfield Park site

Redico LLC has entered into a joint venture with a California-based real estate company to purchase the foreclosure rights for Bloomfield Park, the stalled development site governed by an interlocal agreement between Pontiac and Bloomfield Township on Telegraph Road. Dale Watchowski, president, CEO and COO of the Southfield-based developer said the company plans a mixed-use development with PCCP LLC on the site.

Hi All,
At the October 13, 2014  Bloomfield Township Board of Trustees meeting:

Mr. Gibb, Deputy Oakland County Executive,  was present to encourage the township to choose their representative to the Bloomfield Park Development Council.  The City of Pontiac already chose a representative on the Council. Mr. Gibb also mentioned needing a neutral/independent member to be on this Council board.

No one was mentioned for this position on the Council Board and I assume if anyone is interested and qualified, to contact Mr. Gibb, ASAP.

Bloomfield Township Treasurer, Dan Devine, had been the Township representative on that council board since 2002.  He indicated that his term expired in July and that he was not available to continue for another term.  Trustee Corinne Khederian nominated Supervisor Savoie to fill the three year term on the Bloomfield Park Development CouncilClerk, Jan Roncelli, will continue as the alternate member.

Mr. Gibb indicated that there are issues concerning the Bloomfield Park site ( located off Telegraph Rd. located in the municipalities of The City of Pontiac and the Charter Township of Bloomfield).  One issue being a "brownfield" (according to EPA- a brownfield is an abandoned, idled, or underused industrial or commercial facility in which redevelopment is burdened by real or potential environmental contamination).

Apparently that issue has been resolved and that opens up many more opportunities for investors to consider developing  Bloomfield Park.

 Authority Maps
The maps show the boundaries of the five types of authorities in Michigan that can utilize tax increment financing (TIF) to promote development and redevelopment.  These authority types include:

Downtown Development Authority (PA 197 of 1975)
Tax Increment Finance Authority (PA 450 of 1980)
Local Development Finance Authority (PA 281 of 1986)
Brownfield Redevelopment Authority (PA 381 of 1996)
Corridor Improvement Authority (PA 280 of 2005)

Grand Sakwa, LLC, a large private real estate developer in the Midwest area,  had been interested in the property in the past.  Perhaps with the brownfield issue resolved, they may be back as a potential investor/developer?   There have been other companies from around the globe, including China inquiring about the possibilities. 

From Mr. Gibb's comments on Oct. 13,  I got the impression that there may be a fairly serious offer(s) in the works to be presented to the Bloomfield Park Development Council in the near future.

That said,

The City of Pontiac outsources their Planning Department with Wade Trim, a company headquartered in Detroit, MI.   Bloomfield Township has their own planning department.  Both will be active in any future planning needs for the Bloomfield Park site.

Checking the Bl. Twp. website, I found a job listing for another assistant planner.   Is this an indicator that things are moving along at the Bloomfield Park site?

Possession of a B.A., or its equivalent, in Urban Planning or a closely related field with supplemented graduate coursework in Planning preferred.A minimum of 3 years of municipal planning experience in a complex office environment.
Excellent written and oral communication skills are required.
Proficient in Word, Microsoft PowerPoint, and Excel.
