The sinking fund millage proposal is NOT on this agenda (was on 1-18-18), but you always have the opportunity to speak at public comment. Different procedure than township government meetings. At the school board meeting you must fill out a request card... and be called when public comment is the agenda item. Public comment is NOT agenda #1... but NOT at the end of the meeting either.
